O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 1)
The heater inside the upstream sensor is not working, so the sensor takes far too long to reach operating temperature and closed-loop control is delayed.

Once the exhaust is hot the sensor works anyway — the penalty is cold-start emissions and consumption.
Can I drive indefinitely with it? +
You can, but you will pay in fuel and risk failing the next emissions inspection.
